Country filtering?  So the University has state secrets on their 
list-servers?

Or DRM?  Which means they're acting like the BBC.   (I bet they don't 
block China.)

It is probably high time to move to a commercial service before a 
nameless bureaucrat at the University decides to cancel this thing 
altogether.

And move the archive.
