Packet optimization on the switch?   Where is that done?

One thing that seemed to alleviate "thing in the middle" problems is to
turn OFF "packet optimization".

Especially when you have a client-server app on the HP3000.

It causes some packets to arrive earlier than predecessors, they get
routed like spaghetti.

Other servers can handle it because they can reassemble the packets
nicely, the HP3000, not so much.

Symptoms that I noticed were hung client server daemons (jobs) on the
HP3000.

I don't know if this affects Security/3000, but it may be worth a try.

Users logging into the HP3000 are having a 6 minute delay before getting the Vesoft security password prompt if Windows Defender Firewall is turned on. This has become a big issue with everyone working remote over VPN. It doesn’t have an issue for Domain networks only Public or Private.

Long story short, Windows firewall is designed to drop packets for destination ports when there is no client listening for traffic on that port, we are seeing traffic come in from the server attempting to use port 2560 which the client is not listening for. Ultimately if fails and drops to the other port (I have no idea why or how that happens), and that is the delay."
