An ancient dinosaur, owned I think by a man called Roget, suggests 
'framework'.

I also see the word 'foundation' suggested, but I would avoid this, as 
your healthcare C-levels may be misled into thinking that this 
Infrastructure thing might be approachable for grants :-)
