I believe a START NORECOVERY reboot is in order here.
Since <ctrl> A <ctrl> B do NOT work you will need to power-recycle the
machine to effect a reboot.
Presumably you would want to do this after gracefully stopping all jobs
and asking online users to log off, if possible.
