According to Communicator MPE/XL Release 3

Recent Compiler Options

CONTROL NLS   available HP COBOL II/XL Version A.02.12 and later

$VERSION available HP COBOL II/XL Version A.02.02 and later

$COPYRIGHT on is available in all versions of COBOL II/XL

So possibly always in the XL version, you may need to search MPE V and 
prior documentation to find the answer
