Suggest taking the printer offline and pushing the test, then enter, check the test print results to see how it is configured.

It could be set for some goofy form length or maybe not-to-eject (although I don't recall that parameter).

Usually HP3000 reports have CCTL that tell it to eject pages.  (Unless these reports aren't coming from a HP3000).

A repetitive escape-E would be a printer reset.  Too many resets and you may hurt its feelings.
