Agree, Gilles.
It should be one of the SYSTEM files included in SYSGEN...I like to stick EDITOR in there as well rather than trying to fat finger a job in an inline STREAM command.
The only thing I could imagine is that it somehow got purged ...

Joe's suggestion is worth a try.

But I would have thought all of the required files necessary to do what would be the logical next step following an install (ie: restore) should have landed on ldev1 during the install process.
