Here's what the format looks like...
STORECAT*          80B  FA        3915       3915  16     1232  5  * so
BUILD STORECAT.PUB;REC=-80,16,F,ASCII;NOCCTL;DISC=4000 should at least make the file...you won't get any messages and store may still fail if it tries to do a GENMSG...

Try building the file.
 Build storecat; rec=-132, 3, F, ASCII; DISC=1024      UNLESS someone can
give you the actual disc parms.  Then do the restore
