CI (Command Interpreter) variables are job/session-only in scope. That 
is, they exist only for the job/session which sets them, and (aside from 
the HP@ varialbles provided by the OS) they disappear when the 
job/session logs off.

If you need every job/session to have certain variables, then every 
job/session needs to set them. The usual way this is done is to set them 
in a system-wide logon UDC.
