I did some inquiry with my IT Dept.

It appears if you Upgrade from 2007 to 2010 improperly (there seems to be a fudge factor there), the user cannot disassociate their DBF files from Acrobat with a right-click command.

My IT Dept. told me the correct procedure to fix that if (and only if) this occurs, is to totally remove all Office 2007 products from the user's PC and reinstall Office 2010 from scratch.

I was further told that this happened to four PCs in our Accounting Dept. due to an Intern performing the Upgrade.

Control right click works to change the default program  on Window 8 too.  I checked on my Microsoft Surface Pro.

And there is the control panel.  See...

Control Panel\All Control Panel Items\Default Programs\Set Associations

Oh and by the way, the control-right-click thing does not work.  My expert Windows technicians are the ones who can't fix it, not a good guesser like me.  If they aren't aware of the control-right-click technique, then my IT dept has other issues.

I didn't say the version of O/S because I couldn't be sure either.  But these are all new installations, so I suspect it is higher than Windows 7 (probably 8) with Office 2010.

I am not sure which version of Windows you are running, as you fail to mention it, but if you want to change file associations in Windows 7, you can Ctrl - Right Click any file with the .DBF extension and select 'Open With" and "Choose Default Program".

Our HP3000 still generates dBase ][ DBF files that users can download and open with Excel. 

A few of our users upgraded to Office 2010 or Windows something and the file association for DBF to Excel had to be reestablished.

It seems by default, if you attempt to "open" it without associating it to Excel properly first, it defaults to opening the file with Adobe Acrobat and then it associates the file to PDF forever.  It would take a Windows expert to undo it, apparently.

The old ways of disassociating and reestablishing a file association no longer work apparently.
