Now that's EXCEEDINGLY significant :)  If you can get TCP applications
working both ways, it greatly reduces the error possibilities.

Craig may have a point on buffers, as FTP will try to use HUGE ones,
while telnet is optimized for terminal operations (small).

Otherwise it may be firewall intervention.  You are not getting
"anything" back from China on port 21 at all.

I'd have to defer to James Hofmeister if he's still around for any
FTP-specific issues, he was the last grand wizard of the MPE ARPA
applications :)
