A better bet might have been, and might still be to look at COBOL-IT its 
based on OpenCOBOL but developed commercially and Supported. Its 
apparently way cheaper than other commercial COBOL's, but of course if 
the budget is zero, then that's about the level of support one also gets 
:-)
