Coffee pots and old LaserJets on the same power line are also culprits,
because they periodically heat up and cool down on their own.

My favorite was a Coffee Pot, a LaserJet, a HP2932 printer, a
mini-refrigerator all on the same power circuit.

The symptom was the constant internal fan on the HP2932 would stop.

If the hardware and cables have all been swapped, and the problem stays
at
the location.  I would check the console log(s) to record when the DTC
was
requesting the downloads.  Compile this to look for trends.  Is someone
intentionally power cycling the DTC?  Is a vacuum being plugged into the
same circuit causing a brown out?  Is there an elevator or large
equipment
nearby?  Is the equipment being plugged into the DTC causing a short?
