If the hardware and cables have all been swapped, and the problem stays at
the location.  I would check the console log(s) to record when the DTC was
requesting the downloads.  Compile this to look for trends.  Is someone
intentionally power cycling the DTC?  Is a vacuum being plugged into the
same circuit causing a brown out?  Is there an elevator or large equipment
nearby?  Is the equipment being plugged into the DTC causing a short?
