Tracy,
When you boot up, with
START NORECOVERY
The system copies what ever group being used, (the default being CONFIG), to BOOTUP. (remember there is a GROUP = option on the START command)
Then the system boots from BOOTUP. This is the 'active' configuration.
A START RECOVERY, boots from BOOTUP.
If you want to make changes to CONFIG
SYSGEN CONFIG
I am not sure you can do the same IOCONFIG.
Also, It is not possible to modify BOOTUP, since it is the active config.
