I saw a couple of posts about this here TBLTEST thing, and
thought "hey, sounds interesting" :)

I did some research (I.e., I looked at the source code).
As the author, I should probably clarify ... TBLTEST will report
who has what semaphores locked ... but only if at least one
process is waiting for the semaphore.

I.e., it can't tell who has things locked if no one is waiting for them.
