Did you try the

$PROGRAMS EXCLUDE TR442.MPUB.MMV110 TR101.FPUB.MMV110

statement by itself - without the additional INCLUDE statement that 
you had included in your earlier example?

And then re-streamed the BACKG job, after making the change.

According to the manual, that should work - assuming there are no 
additional statements that negate the above one.

The statement groups can get complicated if there are multiple 
$TIMEOUT statements with multiple nested $USERS/$PROGRAMS statements.

Can you include the entire LOGOFF.DATA.VESOFT file.
