Hi, We have been to mean to buy sophisticated tools, so we always do the
following,
Create a file with all the lines etc in PCL5, including the codes to load as
a macro to the printer.
At each page throw, on the report, insert the print macro escape sequence in
the RPG/COBOL code
Append the report to a copy of the macro file, and send it to the printer.

I believe that is effectively what Fantasia etc do, but without having to
modify code in the print programs.
It is simple to create impressive macros in PGL.

The reason that Fantasia figures in this at all is because we use it
to create a form overlay that is sent to the printers and then
merged with the data. The point of the request of a pdf version is
to produce said merged form in electronic format.

I infer from the Fantasia manual supplement that parm=97 produces a
file suitable for post-processing into a merged form and data pdf. 
Certainly, non of the other parameters appear to me to produce
anything other than formatted data and font information.  There is
no evidence of graphical elements that I can identify in any of the
alternative format files that I have performed trials upon.

So, although I have had many suggestions off list all these products
appear to me to assume that the graphics and data are already in
some sort of merged format.  I believe that even reading spool files
from the HP is not going to provide the necessary overlay since
Fantasia caches this on the printer.
