Is this a problem with NBSPOOL or is it a System/NM Config issue?

Where should I start to find the solution?

This tells me it is a network issue.
I'd 1st try to ping your printer.
Either you cannot get to the printer IP, or
the printer is not listening - offline, powered off.

I would think its network - not printer.
