The problem may be that the account, group or user does not exist.

You may need to use a "create" option with the restore.

If this was just a store/restore, the following would be going on: 

RESTORE is calling DIRECSCAN(...) to see if the group exists and if it
does not, it calls COMMAND("NEWGROUP xxxx",...).  

But this is orbit so I'm not sure what it does if direcscan does not find the 
group/account/creator.
