But when tried to do actual restore got the below error

The errors in your e-mail is not from the :PREVIEW.  Did the PREVIEW
work?

I would make sure that the version of BACKUPPL comes from the MPE
STORE portion of the backup at the beginning of the tape.

Mount the backup tape and sign in as MANAGER.SYS.
From the MPE prompt do:
:file t;dev=tape
:RESTORE *T;@[log in to unmask]@;SHOW;LOCAL;OLDDATE;DIRECTORY

This will restore 2 files BACKUPPL.PUB.SYS and BACKUPMC.PUB.SYS.
You can then use:
:RUN BACKUPPL.PUB.SYS
