perhaps you can power cycle the device at 48.4.0 to give it a second
chance to power up correctly... and try another reboot.
Then consider replacing it after a backup...
Of course that is assuming that nothing was changed in the sysgen IO config prior to the
power off/reboot that might be causing problems...
