I would agree that the premiere software is Dreamweaver. However, one
really needs to know what kind of site that you're building or
maintaining. Fewer and fewer sites are plain HTML these days. Content
Management Systems, both free and fee, are becoming more and more
popular because it's faster for users to update their sites without
the need of contacting a webmaster. Joomla is one but there are many
others that cater to one need over another.  Some examples are
mentioned here:

I would understand the need of the customer to see if they're looking
for a web site or a web application and then decide which tool you
should learn.
