Thank you Tracy.

We do have VESoft on both systems, but they aren't configured the
same.  When I say configured, I mean things like the SECURCON file
and such.

And "RUN EDITOR.PUB.SYS" results in the same behavior on both systems.

Well if you have VESoft on one and not the other, that would be another
clue.

The cause would probably be a mix of UDCs and a VESoft trick called
"HOOK".  I won't go into details.

But instead of just typing EDITOR try typing:

RUN EDITOR.PUB.SYS and see if they are behave the same.
