Jeff,

If you have Adager, you can move datasets:

(From the Adager guide, maintenance functions)
"Move Dataset 
By moving one or more of your datasets to different disc device classes or 
disc device numbers, you may be able to balance the I/O activity across your 
drives, channels and buses. For example, you may want to place a heavily 
used detail dataset on one disc drive and the related master datasets on 
other disc drives."

This could be another option.
