Reggie,

If no one is running Orbit, you can simply allow a first come, first
serve basis with the UDC you use for Orbit like thus:

!  RUN BACKUPPL.PUB.SYS
!ELSE
!  ECHO SORRY CHARLIE.
!ENDIF

(My UDC points to a copy in the SYS account, yours may differ.)
