I don't think there is a right and wrong answer to this, it is whatever
the CFA decides is correct, my suggestion is to make it consistent.

Some sports have tie breaking rules when competitors have the same number
of points, such as goals for and against, which is obviously not possible
here.

In terms of fairness I would imagine that if you did strict 1 thru 25 you
would need some sort of tie-breaking scheme such as number of firsts
or highest placement etc. Typically for cycling series that I compete in
(not my cat), the tie-breaking rules are published in advance, but
again what people often look for is consistency.
