I think you're right.

The MPEX manual shows in its description of the %CHLOGON command:

  "although this feature is being described in the MPEX user manual,
some of the features that can be used to control it (the $CHLOGON-xxx
commands in the STREAMX.DATA file) are only available if you are a
user of both MPEX and SECURITY. ......"

That, and your ability to successfully executed this command in the
absence of SECURITY strongly suggests its basic functionality is
available with MPEX only.

That sure corrects a mistaken impression I've had for a long time.
