History recalls there were a series of events in the late 1930's and first
half of the 1940's that brought about the artificial reduction and near
elimination of certain religious, ethnic, sexually oriented and mentally
challenged populations not only in France, but in numerous countries in
Europe. Had those events not occurred, I imagine the 8-9% you cite above
would be smaller in number.
