If the emulator was only available on HP-UX products, in this case Itaninum,
wouldn't that resolve most of the licensing issues?

You're absolutely correct, it never hurts to ask (as far as I know).

As d said, the license issues have to be resolved. Most of the license
issues have been resolved with HP - that's not the process that's taking a
while. I think everyone knows that there are third party software products
within MPE, and HP has licensed these from the various companies that
provide the "embedded" code within MPE. It's those license terms that HP has
with the third party suppliers that HP is working through now - there are
many details, and we (OpenMPE) only know of some of them - I'm fairly sure
HP hasn't shared every detail with the emulator working group pertaining to
their internal issues and discussions nor would I expect them to do so.

As d also said, " patience, grasshopper ;-)   these things take time...."

It *is* important for HP to see at least part of the market interest. I've
got a backlog of commitments for machines to use an MPE emulator when it (or
they) become available, and have given HP a count of licenses that my
clients will require.
