Excuse my ignorance, but I thought this was already resolved. From the February 2003 NewsWire:
"HP proposes new MPE licenses for emulators
First draft of HP’s offer to cost $500; company expects to issue licenses in 2004"
So, I am assuming that HP never let emulator licensing get beyond the "draft" stage. If that is the case, then we can also assume that HP has no intentions of ever licensing MPE in an emulated environment.
To quote my favorite author:
