I do turn the thermostat down, but it's all relative...at some point,
the heater will still kick on, and the warm-air-down-will-save-money
should still occur.

Perhaps they're assuming you'll also turn the thermostat down when you
leave
your house. Not only is the fan not running, but the thermostat doesn't
care that the air is cold at mid-level.
Just a guess, though.
