Not all a-class and n-class boxes have transferable licenses.
If a box fell off HP support contract, or is no longer under HP support and the owner can not present a support contract, there is no transferable license.
As Matthew put it, even an abandoned car, if it is reported, after a certain period of time, a third party can obtain the title.
However HP has no such provision. If there is no transferable license then there is no way to get one from HP. Technically the box has no license.
HP doesn't see this as a problem, because the boxes don't exist.
