The problem is "solved". Nothing wrong with my program after all.
It processes all file types successfully except for spoolfiles.
Here is why --
Spoolfiles are one type of file that cannot be encrypted/decrypted.
We read files from the perm directory and build tempfiles with the same
filename. Unfortunately, files of OUTSP/VACS file types cannot be built
in the temp directory. The file system itself will always try to build the
spoolfile in the perm directory regardless of the ;TEMP option in the build
command.
