Art, if by "We have lots of tools... platforms and other stuff" you mean
you still have a 3k, then you could FTP the file over to the hp3k, then
use FCOPY to decode the file from EBCDIC to ASCII. It's been about
10,000 years since I've done that, but FCOPY will do it (we used to
decode payment files from the Blue Cross using FCOPY).
