I the database in the same account as the user trying to open it?
If not, check the account security and the group security.

A quick way to check what access right you have is to do a
LISTF DBXXX.group.account,4

It will show you if you can read, write, lock, execute and append.

I have given Read ,Lock Access to Any ,But still i am getting the same error
(
IMAGE RESULT AT %0000: CONDITION WORD = -1
MPE SECURITY VIOLATION
DBOPEN, MODE 5, ON DBXXX).
Here the DBOPEN mode 5 program access the Database which is in remote 
environement and i set all the required file equations before executing the 
program. i am getting this error  when the  program executed simultaneously 
both the remote environment(DBOPEN in mode 1) and local environement(mode 
5).otherwise the program runs perfectly
.
