You might try the Python language:  runs on just about every known platform
(hardware/OS), can use just about every know library toolset including TK,
is much easier to use/maintain/debug than Perl, has a number of IDEs
(Integrated Development Environments), and is more generic programming
focussed than PHP which tends to be Web centric.
