Because the hardware button won't work, I would not expect software to work either.

Assuming it is the internal DDS:

I remember on the old 922s with a DDS drive you could do that by pulling off the 
front cover and inserting the eraser end of a pencil into a hole that had a 
hardware resent button.

On anything newer I think you're stuck.  You may have to power down your HP3000, 
dismantle the DDS drive and force the tape out.

Assuming it is an external rackmount DDS or DLT:

Down the LDEV, power down the drive, pull it off the rack and dismantle the drive 
to get at the tape.  (At least you won't have to down the HP3000.)
