Hmmm, not sure if this is a good approach, but it might work...
If they are using DHCP, they should probably be able to register
with a dynamic DNS service like dyndns.org (or one of many others
in that category) so that you could configure your 3000 to look
up the "currently valid" IP address via such a DNS nameserver by
referencing it in /etc/resolv.conf (aka RESLVCNF.NET.SYS)...
You'd still have to make sure that your firewall allows DNS as
well as FTP traffic (at least outbound ftp in "passive mode").
