I agree with Keven Miller's posting.  It sounds like the original poster
is re-seeding the random number generator on every call.  Just seed it
on the first call, during program initialization.  Then omit the
parameter on subsequent calls.  Also, note that the seed should be an
integer in the range 0 through 999999999.
