The problem with this file appears to be that the file's privilege level 
as kept in its file label has changed. Valid values will be 3 (user), 2 
(normal PM), and 1 or 0 which I've never seen assigned to any file.

CM KSAM key files are not normally privileged and they should have a 
file code of 1080 assuming it's a CM KSAM file and the FOPTIONS 
displayed by LISTFILE,3 will either say KSAM for CM files or KSAMXL for 
NM files.

So if this was a CM KSAM key file the label is probably corrupt.

As Donna suggested you should consider running FSCHECK.

And if the file label privilege level is something less than 2 you won't 
be able to use the STORE/PURGE option either. Nor will "rm" or "mv" work.

Matthew's suggestion of storing everything in the group and purging the 
group will work regardless of the priv. level in the file label.

Note that FSCHECK has a purgefile command but all it does get rid of the 
label without freeing any of the disk space the file had used.
