Robin,
HIPRI can only be (successfully) used by users with SM or OP capability.
That said, is it possible that they are streaming (perhaps via STREAMX) job
streams that specify user.accounts that do have SM or OP ?

Anyone have a creative way to disable the HIPRI option to everyone except
those with SM or OP capability? I'm having users streaming jobs with
HIPRI because they don't want to wait their turn.
