I assume this is Reflection for HP?  What version?

IIRC, it is possible to install Reflection without installing file 
transfer.  Is it possible that happened?  Is it possible that the file 
transfer dll got deleted?

Another thought is that perhaps some system policy is causing this.  Have 
you tried logging on to the PC as someone with administrative rights?
