Google without proper context can be your enemy :)

Those were obsoleted long ago.  The date on the page Denys pointed
to is 1992.  If you want software from 1992 that still runs,
YOU WANT AN HP 3000 ... not an HP-UX system!

(In case it isn't clear: libns-ipc does not exist on current HP-UX systems)

I answered the original poster offline, quoting some text from
the HP porting manuals for NetIPC.  
HP basically said: these (initopt, etc) aren't used ... tough luck.
