The prior method, not giving them AM or SM capability is the most sound
and correct.

If they must have access to stuff in an account with purging things, AL
capability is a good substitute.

++++ CHEESE SOLUTION FOLLOWS ++++

A cheesy way would be to make it their HOME group.  They can't purge it
while they are in that group.

Then you'll need to worry about other things, like hoping they never
learn to do a CHGROUP.

Or password all the groups and hope they never learn the ;PASS keyword
on the LISTGROUP command.
