Well guess what, there is more to the story.  When asking the user what
they wanted to do.  My annotated results [in brackets] follow:

This is all resolved now.  Here is the whole embarrassing story:
 
            I was testing a QTP Load program to mass load Vendors.
            I ran the load into the Test Database.
 
            When I went in using the MG,MA,450 [a MANMAN screen] command
to validate my load - I was able to change vendor information, but was
not able to delete vendors.
 
            When I manually loaded vendors - I was able to delete them.
SO - I naturally thought there was a problem with my load program.
 
            That led me to believe I was loading / or not loading a
particular value correctly.
 
            I used Query to "look" at the values.  The vendors I loaded
manually (using MA,450) had the word "Null Item" displayed in the
VNDCNTY field - while the QTP loaded items had a "blank" (missing
value).
 
            That was the ONLY visible difference - so I wanted to test
my "load" using Null Item as the upload value.
 
Now - the real embarrassing thing - Thanks to Ms. "Y" asking if I had
ran the [MANMAN] KSAM utility.  Voila, running the KSAM utility after my
load program allowed me to delete vendors.

[The MANMAN KSAM utility builds searchable vendor names and is linked
programmaticaly to the Image DB.]

fodder for some.
