HighWaterMark is kept in the DETAIL dataset file's file labels.
I was going to say that you need a privmode program to open
the file and read the labels, but....


As creator of the file
:setvar label FINFO ( "TESTDB02", "FIRST USER LABEL" )
Not sure where to go from here, but you can see 2 integers
in the label by
:echo !label >out
:fcopy from=out;to=;hex;char
