This issue has been addressed in the past (May 2002). See:

Back in the 80's, before BULDACCT, I developed a program (ACCTDUP) for
duplicating account structures across servers. An added plus for my
program was that it could generate the job for duplicating the structure
without using PM capabilities. When I realized that the 'local
attributes' reported by the 'listuser' command were the logical 'and' of
the account AND user attributes, I was forced to introduce PM in my
utility and retrieve the user attributes from the directory.
I can make the utility available to anyone that needs it.

Yup, that's pretty strong evidence! On my system, LOCATTR=$00040000, and
is being preserved. I'm wondering if there's a bug in BULDACCT or the
OS.....
In your BULDACCT job:
:calc 268435455
268435455, $FFFFFFF, %1777777777 <--- Seven "F"s.
What's being set:
:calc -1
-1, $FFFFFFFF, %37777777777 <--- Eight "F"s.
The difference may be that I'm setting LOCATTR on users, not accounts.
