Be sure you are invoking the shell via the HPPXUDC.PUB.SYS 'sh' command, or else :/bin/sh -L.  If you don't have HPPXUDC set, you have to do the :/bin/sh -L.

Posix environment variables are not set by an MPE login, only with a posix shell login which invokes the profile (sh -L).
