I did not rebuild the accounting structure.  The system was built 
from a clean INSTALL from factory tapes (the saga of which is 
preserved in the archives of this list) and I created the BACKUPS 
account by hand.  All that I did beyond this was change the group 
access parameters of the custom group that I store system level 
udcs in (UDC.SYS) and perform a SETCATALOG UDCSYS03.UDC.SYS;SYSTEM.
